The police lead action to disrupt the supply and availability of drugs. To assist them in this, money has
been made available through the Communities Against Drugs fund, and includes spending on extra targeted
operations, police time and additional CCTV cameras.
Cambridgeshire DAAT is co-terminus with the Central and Southern Division of Cambridgeshire Constabulary.
The DAAT place a strong emphasis on promoting effective action by the police, and other agencies to drive
out street dealing and drug markets, with a new focus on the problem of crack. Forthcoming work seeks to
maximise the opportunities for the Criminal Justice System to get drug mis-using offenders into treatment,
including enhancement of the Arrest Referral Scheme and increasing the number of Drug Treatment and Testing
Orders.
Drug Treatment and Testing Orders DTTOs
What is a Drug Treatment & Testing Order?
A Drug Testing and Treatment Order is an option for the courts to make on serious, persistent offenders with
a history of crime related to "entrenched drug use". Whilst on the order they have to attend the DTTO centre
for 15-20 hours each week for the following:
- Offending Behaviour Work
- Meetings with the Case Manager
- Regular Court Review Hearings
- Minimum of twice weekly drug testing
- Drug Advice and Information
- Therapeutic Counselling, including brief therapy, maintenance and relapse prevention
- Community or in-patient detoxification
- Complementary therapy
- Family support, especially for long term partners
Drug Treatment & Testing Orders (DTTOs) were made available to the courts from October 2000, under the 1998
Crime & Disorder Act. Courts can make a DTTO on an offender aged over 16 years for a period of between 6
months and 3 years.
DTTOs are intended to be highly intensive and demanding community orders and, as a general rule, offenders would
be expected to receive treatment on 5 days per week and for 4 to 5 hours each day certainly for the first 13 weeks.
Thereafter, contact levels can be reduced in line with national standards, provided good progress is being
maintained by the offender. Around 70 DTTOs are made each year in Cambridgeshire and Peterborough.
